When police say an enforcement dispute is a civil matter

Some disputes are civil or procedural; others may disclose an offence. The classification depends on evidence. Explain the exact conduct and provide original documents and recordings.

Use 999 only for immediate danger, violence or a crime in progress; otherwise use 101 or online reporting. Ask for an incident reference and written reasons where appropriate.

A police decision does not resolve ownership, fees or validity. The next route may be a creditor complaint, fee assessment, return-of-goods application or civil claim.
